I finally found a good solution! No dvd needed!
I had the same problem(error 80070017) at first but I tried a different way and it worked.
All you have to do is download a .iso extracter from "www.download.com". The program is called UltraISO(just search for it). Even though its a trial version, it still works. After you download and install the UltraISO. Go to File>Open and open the .iso file into it and extract the file into a folder. After you do that, click on setup and it will work.

Although this isn't the ultimate solution to the problem, it's still a good idea. Microsoft needs to fix the problem by allowing the installation to proceed at a slower rate. Granted, we were impatient when it came to installing XP and older versions of Windows; this doesn't mean we would rather substitute speed for an error that doesn't allow you to install Windows. If it takes a little bit longer to install, so-be-it, just let it install. Surely there's some way to make the installation run at a slower rate, or pause at specific intervals to allow the DVD to cool down a little. But, at any rate, good suggestion to work around the problem.

Have you tried alternative methods of installing such as using Virtual Drive software such as Daemon Tools or NERO Image drive? Have you tried extracting the contents of the ISO to a folder in an existing install of Windows, and launch setup from there?
Try reburning the ISO at a low speed, 2x recommended, also do a CRC check on the ISO to find out its integrity. Nero MD5 Verifier is a recommended choice. If setup still fails, its likely a bad download.

Here are the MD5/CRC values for x86 or x64 depending on which every ISO you downloaded:

I have an error when I launch the installation of Vista. I have on the screen : An error occured while copying Setup files onto your local machine. Error code is 80070017. Can someone help me ?

I believe that happened to me. at about 51% it reached an error, required closing with taskmanager, and will not install when i hit install now anymore,(it reloads the "install now window") anyone else?
i was installing on a 23gig partition(created with the linux livecd)

Reburn the ISO at a slower burn speed on the DVD burner. I went from a 16x to a 1x and it is working beautifully.
